How to pay a Penalty Charge Notice (PCN)

  • Pay online using a credit or debit card
  • By phone via our automated payment system using a credit or debit card on 01293 438312
  • In person at the Town Hall by cash, or credit or debit card

You must quote your PCN reference and your vehicle registration number on all correspondence including payments.

It is your responsibility to ensure that your payment is received.

How to challenge a PCN

If you have a good reason why you should not pay the PCN, you can make a challenge within 28 days. 

Challenge within 14 days to receive a 50 per cent discount rate if you are unsuccessful.

How to make a representation

You can make representations to us if you have received a Notice to Owner letter and have a good reason why you should not pay or if you are unhappy with our decision about your challenge. 

If you do not pay or make a representation within 28 days of receiving the letter, a Charge Certificate will be issued and the fine will be increased by 50 per cent.

How to make an appeal

You can make an appeal to the Traffic Penalty Tribunal if you have received a Notice to Owner letter and a formal Notice of Rejection letter. You must do this within 28 days.

If you receive a charge certificate

You have lost your right to appeal. We will register the debt at the County Court if you do not pay within 14 days.  We will then ask an Enforcement Agent to recover the debt if it remains unpaid. You will then have to pay their costs as well.
