Sustainable design and construction SPD
The consultation on the draft Sustainable design and construction supplementary planning document (SPD) is now closed. The following documents were published for comment from 8 May 2026 until 5pm on 5 June 2026.
Representations made during the consultation period are now being considered.
The Sustainable design and construction SPD reflects and expands upon the sustainable design and construction, environmental protection and sustainable transport policies in the adopted Crawley borough Local Plan 2023 to 2040, providing supporting guidance to assist applicants in meeting the Local Plan requirements. This includes the policies in relation to:
- sustainable design and construction
- district energy networks
- tackling water stress
- development and flood risk
- sustainable transport
On adoption, the SPD will form part of the development plan for Crawley and will be an important consideration in determining planning applications. Once adopted it will replace the Planning and climate change SPD 2016 and the guidance note: energy and water efficiency for alterations and extensions to buildings 2017.
The SPD is accompanied by a draft consultation statement and a sustainability appraisal and strategic environmental assessment (SA and SEA) screening report.

Planning and climate change SPD 2016
This document was adopted in October 2016, following consultations carried out earlier in the year.
It describes how development in Crawley should be designed to comply with the policies concerning climate change in Crawley’s Local Plan. It focuses on the following policies:
- Policy ENV6: Sustainable design and construction
- Policy ENV7: District energy networks
- Policy ENV8: Development and food risk
- Policy ENV9: Tackling water stress
- Policy IN3: Development and requirements for sustainable transport
It also provides guidance on parts of the following policies which contribute to addressing climate change:
- Policy CH3: Normal requirements of all new development
- Policy ENV1: Green infrastructure
A guidance note has been prepared to assist in achieving greater sustainability and energy and water efficiency for alterations and extensions to buildings (including for householder planning applications).
