Publication of draft Supplementary Planning Documents (SPD) under Parts 12 and 13 of the Town and Country Planning Regulations (Local Planning) (England) 2012, for consultation

The consultation on the draft Residential Developments Supplementary Planning Document (SPD) is published for consultation from 26 February 2026 until 5pm on 26 March 2026.

About the Residential developments SPD

The Residential Developments SPD reflects and expands upon the housing policies in the adopted Crawley Borough Local Plan 2023 to 2040, providing supporting guidance to assist applicants in meeting the Local Plan requirements. This includes the policies in relation to:

  • housing mix
  • affordable housing
  • thresholds: borough-wide and town centre
  • small sites
  • care provision
  • off-site provisions and financial contributions
  • tenure split and options
  • exceptional circumstances and alternative arrangements
  • procedures and requirements
  • health impact assessment
  • space standards
  • self and custom build
  • build to rent
  • housing in multiple occupation

On adoption, the SPD will form part of the development plan for Crawley and will be an important consideration in determining planning applications. Once adopted it will replace the Affordable Housing SPD (2017) and the Affordable Housing Summary Guidance for Small Residential Developments (2017).

The SPD is accompanied by a draft consultation statement and a draft sustainability appraisal and strategic environmental assessment (sa/sea) screening report.

Affordable Housing SPD (2017)

We adopted this in November 2017, following consultation carried out earlier in the year. 

It includes guidance relevant to anyone wishing to develop new residential property; from a single additional dwelling to large residential schemes. The Local Plan affordable housing policy (Policy H4) applies to all planning applications which would result in a net increase in housing within the borough. 

The Affordable Housing SPD includes information about requirements for the provision of affordable housing as part of a planning application. It provides guidance on alternative arrangements, including viability assessments and the calculation for financial contributions instead of on-site provision.
