The consultation draft employment and skills development Supplementary Planning Document (SPD) is published for consultation from 26 February 2026 until 5pm on 26 March 2026.

Crawley borough Local Plan policy EC5 requires all major development, including residential and employment uses, to contribute towards addressing the skills gap in Crawley. This is to be achieved through the preparation of an employment and skills plan, and the making of a proportionate financial contribution towards employment and skills initiatives in Crawley.

To assist in meeting the requirements of Local Plan policy EC5, an accompanying document, Employment and skills provision guidance for applicants, has been prepared. 

The employment and skills plan should be prepared using the employment and skills plan template. The template covers skills initiatives related to the construction and occupation phases of development.

The employment and skills financial contribution can be calculated using the employment and skills contribution calculator.

On adoption, the SPD will form part of the development plan for Crawley and will be an important consideration in determining planning applications.

The SPD is accompanied by a draft consultation statement and a sustainability appraisal and strategic environmental assessment (SA/SEA) screening report.
