Crawley Homes performance
Crawley Borough Council was inspected by the Regulator of Social Housing in 2025 against the national consumer standards for all social landlords. The Regulator has published its report and graded us as C2 which is the second highest level. This means that while the Regulator is assured overall that Crawley Homes is meeting the standard, there are some areas where further work is required.
Read the Crawley Borough Council Regulatory Judgement on the GOV.UK website.
Since the inspection, we have made progress against all the areas identified as a weakness by the regulator.
Our Regulator of Social Housing Provider Improvement Strategy gives a position statement of what we had achieved in October 2025 and an analysis of how weaknesses emerged.
It explains how we are developing our governance arrangements and our strategy for achieving the highest grading of C1 from the Regulator. It also includes an improvement action plan.

Landlord Assurance Board
Our Landlord Assurance Board strengthens the way we oversee our housing services. It provides a clear route to raise key issues with senior council leaders and ensures strong scrutiny of our performance.
Tenants on the board play a key role. They review our performance against the consumer standards, our Provider Improvement Action Plan and our performance data. They challenge us when something is unclear, needs improvement, or just doesn’t feel right, ensuring we act on anything that requires attention.
We look forward to working together to improve our services and make a difference to tenants.

Tenant and Leaseholders Action Panel (TLAP)
As a social housing landlord we must be transparent about how we are performing as a landlord.
We report our performance to the Tenant and Leaseholders Action Panel (TLAP) at their quarterly meetings as well as to the Landlord Assurance Board, our Corporate Management team and to councillors. We also report our Tenant Satisfaction Measures performance to the Regulator for Social Housing. You can find out more about TLAP on our Tenant and resident engagement page.
Our performance
The tables below show our performance in six key areas:
Repairs
Compliance
These are the things we must measure to make sure we are meeting laws and regulation. This includes gas safety checks and electrical checks.
We report all our compliance data in our annual TSM report to the Regulator of Social Housing.
Empty properties (voids)
Homes that became empty and were made ready for new tenants.
Housing management and rents
Complaints
This data includes complaints from tenants and leaseholders, but does not include complaints from other members of the public or relating to garages. This is to reflect the information that would be presented to the Housing Ombudsman.
