Crawley Borough Council has appointed leading urban design and planning consultancy Farrells, supported by Iceni Economics (viability) and Core5 (cost consultancy), to develop a regeneration and delivery plan for the eastern side of Crawley town centre.

This commission, which will be partly funded by the government through the Crawley Towns Fund programme, marks the first phase of planning work for the emerging wider vision for the whole town centre.

The vision for ‘Town Centre East’ is to create a welcoming eastern quadrant, which will attract business, residential and amenity investment to support the regeneration of the town centre. The new plan will support the delivery of well-designed town centre homes close to shops, services, and transport links, as well as create space for Grade A offices and start up or creative uses to boost local employment with more jobs in the town centre. 

The plan will also feature options for cultural venues to boost footfall. Sustainability will be embedded through integration with the District Heat Network and support for active travel.

The six areas of focus for the plan are: the former town hall site (The Boulevard); the old ‘County Buildings’ site; Crawley College’s ‘northern parcel’; the ‘Decathlon’/Queensway Stores block and adjoining units; the Queensway Block (including the former M&S); and the Southern Boulevard public realm and car parks.

We are delighted to be working with Farrells, Iceni and Core Five to help deliver this exciting vision for Town Centre East. The plan will explore viable options for new commercial space, homes, cultural facilities, and improved public realm, creating a compelling vision to attract developers and investors. By laying the foundations now, we’re aiming to help boost the town centre economy and ensure future regeneration delivers real benefits for our residents, businesses and visitors. We are ambitious for Crawley and we are serious about creating the vision to realise that enormous potential.

We’re looking forward to working with Crawley Borough Council on the Town Centre East regeneration and delivery plan. This commission builds on our broader work in the region, and our experience in town centre regeneration, having delivered masterplans for Wakefield, Sutton, and Bolton, as well as design codes and masterplanning work for sites within the Old Kent Road area action plan in Southwark. With renewed momentum for economic investment in Crawley and the wider area, we’re excited to help shape a vibrant, inclusive, and dynamic urban quarter that attracts private sector investment and guides future development. We’re joined by Iceni Economics and Core5, who are providing economic and cost consultancy to help ensure the masterplan is both visionary and deliverable.
